Taking place in Belgium, where there is a serious division between the nation's Flemish speaking population (Flemings) and its French speaking population (Wallonians), the film begins on December 31, 2000, when a young Wallonian man who operates a French fry wagon takes a beautiful Flemish girl to a New Year's Eve party. When the pair wakes up, a wall has been built that divides the country into Wallonian and Flemish territory, and it runs right down the middle of his French fry wagon.
