With the DEA now involved,... The simultaneous murders of narcotics traffikers in Hong Kong, Amsterdam, and the North Sea signals the beginning of an international war for control of the drug trade. With the DEA now involved, Hong Kong's drug chief enlists the aid of Quinlan, a former agent living in squalor in London, to help deal with the American agency. In Hong Kong, however, everything seems to go wrong for Quinlan and he is forced to make a quick getaway to Amsterdam with only a single clue to solve the mysterious events: the name "Juliana".
