a romantic comedy so far gone from both romance and comedy that putting Pauly Shore in it might have been an improvement

It's hard to imagine just who the film is meant to appeal to; certainly not fans of romantic comedies, as it's not romantic in the slightest.
Lucky 13 could be one of the dullest and most unromantic and unfunny romantic comedies I've ever seen.
