Set in a suburb of Milwaukee, Wisconsin, the well-written tale centers on Albert, a 30-year-old who lives with his domineering mother (Debra Monk) and works for a grizzled old man (Bruce Dern) in a copy store. Albert has amassed a small fortune winning ice-fishing contests, as he has the unique ability to "hear" the fish. When his mother is killed after some suspicious characters show up in town--brother and sister con team Tuey (Alison Folland) and Stan (Hank Harris), and traveling salesman Jerry (Randy Quaid)--it suddenly seems that everyone is after Albert's money, taking advantage of his kindness and the state of his mind. Things are amiss in Mindel's small-town America, which features rape, murder, grifters, transvestites, and lots of lies and deception. Garrity, the son of politician Tom Hayden and actress Jane Fonda, is a standout; audiences will immediately fall for his intelligent, warm, moving portrayal of a simpleminded young man. Solid acting by a cast headed by Troy Garity -- and striking cinematography by Bernd Heinl -- helps redeem Allan Mindel's never-quite-believable crime drama Milwaukee, Minnesota.
Why do filmmakers persist in believing that we want to watch actors pretend to be mentally challenged?
The busyness of the story, filled with conventional crime-plot scams and devices, only further exposes the narrative's thinness.
It's satisfied to be a series of monkeyshines in which Albert tries to stay one step ahead of the opportunists -- a task certainly easy enough for the audience.
First-time director Allen Mindel is too lackadaisical in pushing the story along. By the time the narrative picks up steam, we've lost ours.
Milwaukee captures stark snowscapes better than any movie since Fargo, and the mysterious image that ends the film is one of the most evocative final shots of the year.
It's Milwaukee, Minnesota that turns out to be, as Tuey might put it, mildly "retarded."
In spite of fighting performances by Quaid and Dern, its hard to bite on this ice-fishing pot-boiler.
First-timer Allan Mindel nails the snowbound rhythms of upper Midwestern life and orchestrates a near perfect ending, a fade-to-white over an unlikely promised land.
Being grandiose would ruin the effect of this humble, winning feature.

A waste of time, really, but Josh Brolin's inexplicable cameo as a lingerie-wearing thug has to be seen to be believed.
While the actors do make the movie tolerable, they don't save it. A complete script overhaul is the only thing that can do that.
