I'm gonna go ahead and venture to say that this is a photograph of British evacuees during World War II. The people in the front of the crowd who are wearing masks are mostly children, probably all from the same class, given their similar uniforms. If you look further back, not everyone in the crowd is wearing a mask. These masks were handed out in British classrooms during the war.

the berets sort of give away the French thing. And the photo is posed, so it might be a publicity photo of some sort.
